One Line of Documents = Days of Yard Storage

In nearly a decade of handling used car exports, I get the same phone call over and over.

"The car is stuck in the yard. Why?"

The answer is almost always the same: pre-shipment documents. Work that should have been finished before the container was loaded never got done. And once a vehicle is held, time is not on your side.

At Incheon Port, yard storage charges for RoRo-bound vehicles are assessed per vehicle per day, and during peak seasons, additional shuttle fees and re-inspection costs pile on. One line written wrong, three to five days stuck, and your margin evaporates.

Today I'm breaking down the three most critical document mistakes I've seen in the field. This isn't emotional venting—it's a checklist you can use on your next shipment.

Mistake 1: VIN and Model Year Mismatch Between Deregistration Certificate and Actual Vehicle

Most common. Most costly.

If the vehicle deregistration certificate (export deregistration document) and the actual vehicle in the container differ by even one character, customs will hold it on the spot. No exceptions for typos.

The three most common failure points:

One or two typos in the 17-digit VIN — especially the letter O vs. the number 0, or the letter I vs. the number 1
Model year confusion — mixing up model year vs. body year vs. first registration date (e.g., 2019 model year but 2020 on the invoice)
Vehicle color and engine displacement listed differently across the deregistration certificate and bill of lading

Recently, I caught a case where a shipper had transcribed the last digit of a VIN from a purchase photo incorrectly onto the bill of lading—two days before departure. We fixed it with an amended declaration, but if the container had already been loaded, devanning costs would have been charged separately.

Cross-Check Points

At purchase, photograph the VIN plate directly — don't rely on purchase documents alone
Verify the VIN entered in the deregistration certificate, invoice, and B/L is identical across all three with automated comparison
Standardize model year using first registration date, and use the same date in all documents

Mistake 2: Commercial Invoice Unit Price Errors and "Undervaluation Suspicion"

Unlike new cars, used cars have no standardized market pricing reference. That's why customs scrutinizes invoice unit prices more carefully.

Problems come in two forms.

First, simple data entry errors. Purchase price is 8.5 million KRW, but the invoice shows USD 5,800. Exchange rate miscalculations, missing digits—these happen more often than you'd think.

Second, whether intentional or not, being flagged for "undervaluation." If the declared price for an identical model and year is significantly lower than the recent average, customs will demand pre-assessment of dutiable value or request additional documentation.

Get flagged for undervaluation once, and all future shipments from that exporter automatically go into detailed inspection. You save on one shipment and lose the next ten.

Cross-Check Points

Verify the source of the invoice amount matches purchase receipt and bank transfer records
For identical models and years, compare against the average export declaration price from the past 6 months—if it's ±20% or more off, attach supporting documentation
Use the Customs Service official exchange rate on the shipment date for USD/KRW conversion

Mistake 3: Packing List Weight and CBM Discrepancies

This one gets overlooked too often, but it's serious.

When shipping via container (typically 40HC) instead of RoRo, bundling 2–4 vehicles together, mismatches between packing list weight/CBM and actual values create two problems:

VGM (Verified Gross Mass) violation — SOLAS regulations require container gross weight verification before departure. Large discrepancies can cause the shipping line to refuse loading.
Re-weighing at destination port customs — if the declared weight and actual weight differ significantly, the destination country's customs will catch it. This happens frequently at ports like Saudi Arabia, UAE, and Kenya.

Especially problematic: additional cargo like spare parts, tires, or audio equipment loaded alongside the vehicle but omitted from the packing list. The destination port may hold the entire container on suspicion of smuggling.

Cross-Check Points

Physically measure the vehicle's curb weight plus any additional cargo—no estimates
VGM declaration must be completed 24 hours before departure per container—work backward to schedule accordingly
Every item on the packing list must match 1:1 with invoice items

So What Should a Forwarder Do?

Honestly, the three mistakes above can be prevented by the shipper alone. But when you're moving 30–80 vehicles a month, human eyes have limits.

When we take on used car shipments, we always run a triple cross-check:

At purchase stage — collect photos of VIN plate, dashboard, and registration certificate on-site; input into system
At shipment request stage — automatically compare the 8 critical fields across deregistration certificate, invoice, and packing list
Just before VGM declaration — final verification using actual measured weight after container loading

This isn't a fancy system—it's just someone checking one more time. One day of saved yard storage pays for this process.

If even one line is blank, assume there's a risk of shipment hold.

Final Thoughts

Used car export margins are thin. A few days of yard storage or one devanning charge and the profit on that shipment is gone.

Document errors aren't luck—they're a process problem. You might catch one or two yourself, but at ten or twenty shipments, one will slip through.
